What is a Comprehensive Plan?
A comprehensive plan is a document that provides a high level long term vision that lays out the goals, policies, and strategies for land use and growth management in a town. In Maine, the role and requirements for a comprehensive plan are outlined in the Growth Management Act (Title 30-A, §4326).
Why is a Comprehensive Plan important for a town?
In Maine, the Comprehensive Plan is the legal basis for zoning codes, impact fees, and land use regulations. It is important for a community to have a Comprehensive Plan in order to have the legal basis to conduct planning work. It also provides a shared long term vision that the community can reference for future decision making. Towns that have a Comprehensive Plan can qualify for preferred status for state grants, and guide state growth-related capital investment towards local priorities.
Who is working on this project?
The Sebago Department of Code Enforcement and Planning, The Comprehensive Plan Committee, North Star Planning, and YOU, the community of Sebago are working together to create a shared vision for the future of Sebago.

This task establishes the foundation for the plan through a community survey and a visioning workshop that together define shared values, priorities, and aspirations. The resulting vision and goals guide all subsequent mapping, policy, and strategy work.

This task puts the community’s vision onto a map - illustrating how growth, investment, and conservation can be organized to reflect local priorities and long-term goals. The Future Land Use Map and Narrative will guide future zoning, infrastructure, and policy decisions.

This task provides the technical backbone of the plan. Each inventory chapter compiles the data, analysis, and insights that explain where the community stands today. Together, these chapters connect the Community Vision and Goals and the Future Land Use Map and Narrative to a set of clear, implementable policies and strategies.

This task brings the process together. It combines the plan’s vision, goals, and land use framework into a unified structure, then brings that work back to the community for confirmation and refinement. The outcome is a clear path for carrying the plan forward after adoption.

This task finalizes the comprehensive plan, ensuring that it meets the standards of the Maine Growth Management Act and is ready for state review and adoption by the Town. The process includes final drafting, submission for state review, revisions as needed, and preparation for the Town’s formal adoption of the plan.
